Itinaas ng National Disaster Risk Reduction and Management Council (NDRRMC) sa red alert status ang kanilang Operations Center at in-activate na ang mga response cluster upang italaga ang mga lead agency na mamamahala sa response operations.
Sa pahayag, sinabi ng ahensya na alas-12 ng tanghali noong Oktubre 10, in-activate ang response clusters bilang tugon sa mga malalakas na lindol na yumanig sa Manay, Davao Oriental.
Ang NDRRMC ay pinamamahalaan ng Office of Civil Defense (OCD). Sa ilalim ng red alert status, inatasan ang OCD na mangasiwa sa logistics at early recovery, habang ang Department of Social Welfare and Development (DSWD) naman ay responsable sa pamamahagi ng mga pagkain at non-food items, camp coordination and management, at proteksyon ng mga internally displaced persons (IDPs).
Ayon sa OCD, ang pagtataas ng alerto sa pinakamataas na antas ay nag-atas sa mga kinatawan mula sa Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), at Philippine Coast Guard (PCG), gayundin sa mga technical personnel mula sa Department of the Interior and Local Government (DILG), DSWD, Department of Public Works and Highways (DPWH), at Department of Health (DOH) na mag-duty sa physical operations center sa Camp Aguinaldo.
Samantala, ang iba pang mga ahensya ay nakilahok sa emergency operations sa pamamagitan ng virtual platform.
