Mariing itinanggi ni House Committee on Higher and Technical Education Chairman at Tingog Partylist Rep. Jude Acidre na “political attack” ang ginawang pagpuna sa poor performance ng Department of Tourism sa ilalim ng pamumuno ni Secretary Christina Frasco.
Ayon kay Acidre sana sagutin ni Frasco ang isyu at hindi ilihis na ito ay political attack, umaasa siya na tugunan ito ng Kalihim nang may katotohanan at kalinawan.
Giit ni Acidre na ang ganitong uri ng pag-iwas ay hindi nakabubuti sa tunay na isyu.
Punto ng House leader na ang isyu ay walang kinalaman sa pulitika kundi nais lamang matiyak ang responsable at epektibong paggamit ng pampublikong pondo.
Paalala ni Acidre na hindi ligtas ang Department of Tourism sa pampublikong pagsusuri.
Inihayag ni Acidre ang hindi pagbanggit ng Pangulo sa DOT sa kaniyang SONA ay malaking katanungan kung talagang may ginagawa ba ito.
Batay sa pinakahuling findings ng Commission on Audit (COA), ipinunto ni Acidre ang ilang mga glaring issues na kinasangkutan ng DOT at ng kanilang marketing arm ang Tourism Promotions Board.
“The [COA] flagged serious issues with both the Department of Tourism and its marketing arm, the Tourism Promotions Board. In 2022, they obligated only 65.32% of their allocated funds, with ₱396.346 million in obligated funds left unpaid by year-end. That’s not just poor planning—it has real consequences, including reduced budgets moving forward,” pahayag ni Acidre.
Binigyang-diin ni Acidre na nakatanggang ng “qualified opinion” mula sa COA ang ahensiya na malinaw na nagbibigay ng warning kaugnay sa financial management ng DOT.
“Even more concerning, COA reported ₱483.812 million in unliquidated fund transfers. These are completed programs with no clear documentation or reports. That’s public money spent without the necessary accountability. That’s a problem,” dagdag pa ni Acidre.
Paglilinaw ni Acidre na ang nasabing findings hinggil sa ahensiya ay hindi political statements. Ito ay opisyal na audit results.
Binatikos din ni Acidre ang claim ni Secretary Frasco na ang P200 million tourism promotion budget ay nag resulta sa ₱3.86 trillion visitor receipts.
Giit ng kongresista ang nasabing claim ay misleading dahil batay sa Philippine Statistics Authority ang nasabing figure ay nagre represent ng kabuuang output ng tourism industry mula sa airlines at hotels.
Hindi ito direct return mula sa ginastos ng ahensiya.
Binatikos din ng kongresista ang pagtatayo ng mga “Tourism Rest Areas.”
Pinuna din ni Acidre ang pahayag ni Secretary Frasco na political persecution ang ginagawa sa kaniya.
“As for Secretary Frasco’s claim that the budget cut was politically motivated, let me remind her: her husband, Congressman Duke Frasco, sat as Deputy Speaker during the budget deliberations. If the allocation was unfair, why did he not raise the issue then?”tanong ni Acidre.
Hinimok ni Acidre ang kalihim na i-welcome ang gagawing congressional inquiry at patunayan ang kaniyang mga claims.
“As for quoting the President’s SONA—‘Mahiya naman tayo.’ Indeed. Let us all be reminded that humility in leadership, not defensiveness, is what earns the respect of the Filipino people,” pahayag ni Rep. Acidre.
