Pinapayagan na ng pamahalaan ang mga Returning Filipinos (RF’s) na hindi na sumailalim sa COVID-19 testing kung sila ay ang manggagaling sa mga bansang may low to mid prevalence o mabagal ang transmission ng coronavirus.
Nakasaad sa bagong Omnibus Guidelines na inilabas ng Department of Health (DOH) na kapag asymptomatic ang isang umuwing Pinoy galing abroad, ay hindi na ito kailangan mag-quarantine pagkalapag ng paliparan.
Naka-depende na raw sa uuwian nitong local government unit kung magpapatupad ng mandatoryong test result bago papasukin ng kanilang teritoryo. Kaakibat din na responsibilidad sa mga pinapayagang returning Pinoys ang pagsunod sa minimum health standards.
“If they are from a high prevalence country and asymptomatic, they shall be quarantined immediately, and tested using RT-PCR after five days from arrival. If negative, they shall be discharged from quarantine and be allowed to travel to their localities of destination, provided strict adherence to minimum public health standards and symptoms monitoring. If positive, contact tracing shall be initiated, and the case shall be admitted to the appropriate facility for isolation,” nakasaad sa guidelines.
Pareho rin ang protocol para sa mga may official international business. Ang pagkakaiba lang, kung sila ay natukoy na symptomatic sa point of entry ng kanilang destinasyon ay ipapasailalim sila test at ia-isolate.
“Maaari na dumating ang OFWs dito, hindi na i-test, mag-comply lang ng minimum health standard, but whatever the LGUs would require for them to enter into their province, they have to comply,” ani Health Usec. Maria Rosario Vergeire.
Nilinaw ng opisyal na aprubado ng mga eksperto ang rekomendasyon dahil mababa naman daw ang posibilidad na mag-positibo sa sakit ang mga biyahero mula sa isang bansa na mababa ang transmission ng coronavirus.
“If you would notice, in the previous protocols that we have, we will be testing OFWs when they arrive. Once they test negative, we send them home to their provinces. Tapos they get to be tested and quarantined again.”
“Bago naman sila sa kanilang mga areas, tini-test sila. Most of these OFWs they bring with them their RT-PCR results which is 2-3 days prior to their travel. The experts thought it best to just do symptoms check.”
Tiwala ang Health spokesperson na magpapatupad din ng panuntunan ang mga lokal na pamahalaan, katuwang ang national government, bilang tugon sa mga inaasahan pang uuwi na mga kababayan galing ibang bansa.
“It is going to be the primarily those who are guarding in boarders and these would be Immigration officials and Bureau of Quarantine.”
Ipinaliwanag din ni Vergeire na walang kinalaman sa gusot ng Philippine Red Cross at PhilHealth ang bagong panuntunan.
“This is different and it is not related to the PRC-PhilHealth row. The Omnibus Guidelines has been issued for the general guidelines and protocol for the whole population.”
Kamakailan kasi nang ilipat muna ng DOH sa ibang laboratoryo ang testing ng mga darating na OFW, na dating sinasagot ng Red Cross sa pamamagitan ng PhilHealth.
Ang hakbang na ito ng Health department ay bunsod ng pagpapatigil ng PRC sa COVID-19 tests na sakop ng state-health insurer dahil hindi pa raw bayad ng halos P1-bilyong utang sa testing ang PhilHealth.
