Inatasan ni Pangulong Rodrigo Duterte ang inter-agency task force na pinangungunahan ni Justice Sec. Menardo Guevarra na magsagawa ng malawakang imbestigasyon sa buong gobyerno o sa lahat ng ahensya o departamento.
Sa kanyang public address, sinabi ni Pangulong Duterte na nakapaloob ito sa kanyang bagong Memorandum na nagpapalawak sa saklaw ng nauna nitong direktiba noong Agosto na pagbuo ng task force para imbestigahan ang anomalya sa Philippine Health Insurance Corporations (PhilHealth).
Ayon kay Pangulong Duterte, binibigyan nito ng otoridad ang Department of Justice (DOJ) na magdesisyon kung aling alegasyon ang iimbestigahan depende sa bigat at impact nito sa pamamahagi ng government service.
Inihayag ni Pangulong Duterte na may kapangyarihan ang DOJ na bumuo ng kahit ilang panel na kinakailangan at mag-imbita o mag-utos sa ibang government bodies para tumulong sa imbestigasyon.
Bahagi ng trabaho ng DOJ ang paglilitis at pagsasampa ng kaukulang kaso laban sa mga sangkot sa anomalya o katiwalian.
Epektibo ang nasabing kautusan hanggang Hunyo 30, 2022 o hanggang matapos ang termino ni Pangulong Duterte maliban na lamang kung mas maaga nitong bawiin o ipawalang-bisa.
