Naging mainit ang talakayan sa plenary budget debate para sa General Appropriations Bill para sa fiscal year 2024, matapos maungkat sa plenary deliberations ang isyu sa confidential at intelligence funds.
Nagkainitan sina Marikina City Representative Stella Quimbo at ACT Teachers Party-list Representative France Castro, matapos igiit ni Castro na iligal ang ginawang paglipat sa P125 million sa Office of the Vice President sa ilalim ng 2022 National Budget dahil wala umano ito sa line item at hindi “expressly provided” kaya hindi entitled sa pondo.
Depensa ni Quimbo na siyang tumatayong sponsor, may congressional approval ang contingent fund na itinuturing ding special purpose fund kung saan pinahihintulutan ang mga proyekto, aktibidad at programa na “urgent” at bago.
Paliwanag pa ni Quimbo, nakapaloob sa 2022 General Appropriations Act na may line item ang OVP partikular ang good governance at social services projects samantalang ang confidential expenses nito ay nakapaloob sa object of expenditure.
Tila napikon si Quimbo kay Castro dahil hindi umano ito nakikinig at nalilito sa ‘nature’ ng contingent fund na batay sa special provision ay hindi nililimitahan ang authorization sa paggamit nito.
Sa rejoinder naman ni House Deputy Speaker Isidro Ungab, nilinaw nito na dumaan sa tamang proseso ang 125 million pesos na inilipat sa OVP dahil hindi naman ito augmentation o nagmula sa savings kundi isang ‘new appropriation’.
