Ikinagalak ni House Ways and Means chair at Albay Representative Joey Salceda ang pagratipika sa New Agrarian Reform Act dahil iaakyat na ito sa Office of the President para ito ay lagdaan.
Sa isang pahayag, sinabi ni Cong. Salceda na halos tatlong dekada na niyang isinusulong ang naturang panukala na magpapalaya sa ma 654,000 agrarian reform beneficiaries (ARBs) mula sa pagkakauta na nagkakahalaga ng P58.125 billion.
Sinabi ni Salceda na sa sandling lagdaan na ni Pangulong Ferdinand Marcos Jr ang panukala, isa ito sa pinakamaahalagang legislative accomplishment ng kaniyang administrasyon.
” I have been fighting for this measure since my first term in Congress. I fought for it again during my time in the Arroyo Cabinet. I fought for it under the past administration. And now, I feel vindicated that this three-decade effort has finally come to fruition,” pahayag ni Salceda.
Dagdag pa ng mambabatas, maituturing ding makasaysayan ang paglada na ito ng Pangulo.
” When President Marcos signs this measure, he also etches this law into what history books will later write of his administration. The New Agrarian Emancipation Act is the most important legislative accomplishment of the Marcos administration during the first session of his government’s first Congress.” dagdag pa ni Rep. Salceda.
Naniniwala si Salceda na sa pamamagitan ng panukala ay mas magiging produktibo ang lupain ng mga ARB.
Katunayan posibleng umabot ng hanggang P54.02 billion kada taon ang ambag nitong paglago sa sektor ng agrikultura dahil sa ipatutupad na condonation.
Nakapaloob din sa ratified version ang Estate Tax Amnesty, kung saan maaaring ilipat ng farmer beneficiaries sa kanilang heirs o tagapagmana ang naturang lupain ng walang estate tax penalty.
Nangako naman si Salceda, na tatrabahuhin ng House of Representatives ang pagsusulong ng libreng land distribution ng agrarian reform lands sa hinaharap
” I thank the President, the House leadership under Speaker Romualdez, my chairman, Rep. Solomon Chungalao, and the Secretary of Agrarian Reform, Secretary Conrad Estrella, for their trust in allowing me to champion this measure,” dagdag pa ni Salceda.
