Nais paimbestigahan ni Anakalusugan party-list Rep. Mike Defensor ang finding ng Commission on Audit (COA) na nagsasabing nasa P18.4 billion halaga ng overstocked na mga gamit ang naipon ng Department of Health (DOH) na hindi naipamahagi noong 2018.
Hinihimok ni Defensor ang House committee on public health sa kanyang inihaing House Resolution 145 na imbestigahan ang aniya’y “unusually huge hoard” ng mga gamot na hindi pa rin naipapamahagi ng DOH.
“We must stress that officials trusted with public resources are duty-bound to see to it that these supplies are used efficiently for the public good and benefit, and not just left to spoil away,” saad ni Defensor sa isang statement.
“In this case, we sure hope the problem has nothing to do with the over-purchasing of medicines owing to possible enticements from large pharmaceutical suppliers,” dagdag pa nito.
Batay sa annual audit report sa DOH, natuklasan ng COA na tumaas sa ikatlong magkakasunod na taon noong 2018 ang halaga ng overstocked na mga gamot.
Mula sa P10 billion noong 2015, tumaas ang halaga ng overstocked na mga gamot sa P11.3 billion noong 2016; P16 billion noong 2017; at, P18.4 billion naman noong 2018.
Ayon sa COA, ang mahinang procurement planning ng Procurement and Supply Chain Management Team at ang mga programa ng DOH sa paghahanda ng kanilang purchase request ang dahilan ng overstocking ng mga gamit.
Para kay Defensor, “neglegience” sa managment ng iventories ay hindi katanggap-tanggap, lalo na at maraming mga Pilipino aniya ang nangangailangan ng gamot.
“In fact, we’ve come across many cases wherein patients in public hospitals are being told to buy their own medicines from private pharmacies because the (hospital’s) subsidized dispensary has run out of supplies,” ani Defensor.
