Sa gitna ng panawagang ibalik ang enhanced community quarantine (ECQ) sa Metro Manila, isang hiwalay na grupo ng medical frontliners ang tumutol sa mulingpagpapatupad ng mahigpit na lockdown.
Ayon sa grupong Second Opinion, bagamat may basehan naman ang apelang “time out” ng ibang medical groups ay hindi dapat ipatupad muli ang ECQ o kahit ano pang uri ng pinalawak na community quarantine.
“We advise against reverting back to any Duterte-style enhanced community quarantine (ECQ) or lockdown.”
Paliwanag ng grupo dapat ibalik at ipaintindi ng health care sector ang totoong ibig sabihin ng quarantine, na layuning pigilan ang pagkalat ng sakit at iligtas sa publiko sa banta ng impeksyon.
Nawawalan daw kasi ng saysay ang quarantine kung ipinapatupad ito sa iba’t-ibang antas.
Kung maaalala, naglabas ng community qurantine levels ang Inter-Agency Task Force. Mula sa enhanced, modified enhanced (MECQ), general (GCQ) at modified general community quarantine (MGCQ).
“We must reject the distorted forms of “community quarantine” being imposed on us, as these are devoid of scientific sense and health purpose, and serve only to oppress our people.”
Binigyang diin ng health care workers group na kung mayroon mang dapat ipatupad, ito ay ang “medical quarantine.” Sa ilalim nito, health care workers ang mangunguna sa implementasyon.
“To truly benefit our overburdened healthcare workers, a new framework and new leadership direction than the ones we currently have are imperative.”
Nagpaabot din ng rekomendasyon ang Second Opinion sa pamahalaan na kanila raw ibinase sa anim na pillars ng health care system:
Una, tanggalin na sa posisyon si Health Sec. Francisco Duque, pati na ang military generals at “czars” na bumubuo sa Inter-Agency Task Force. Dapat daw mga ekspertong may kaalaman sa kalusugan at related fields ang miyembro nito.
Hinimok din ng grupo ang pamahalaan na palakasin ang recruitment para sa dagdag na health care workers, kaakibat ang mas magandang benepisyo.
Sa usapin naman ng budget, umapela ang grupo na maging transparent pagdating sa gastusin para sa health care sector. Dapat umanong masigurong nasusustentuhan ang mga health facilities mula sa public at private hospitals.
Kailangan din daw sumugal ng pamahalaan sa mga kailangang teknolohiya nang maging epektibo ang testing, tracing, isolation at treatment sa institutional at community level.
Ang mga datos naman, mahalaga umanong maging transparent ang gobyerno mula sa pagpo-proseso hanggang sa pag-uulat sa publiko.
“Taking these six steps will put us in a better footing to protect our health workers as they try to save more lives. These also allow room for health workers to gather themselves, breathe, and be reinvigorated even as more long-term interventions are being put in place.”
Sa huli, binigyang diin ng Second Opinion na hindi kailangan ng bansa ang COVID-19 response na naka-depende sa militar.
“To honor our fallen colleagues is to demand a radical shift from the present blundering response to a scientific, public health, and pro-people response.”
“Even in the most trying circumstances, we are always ready to work together to ensure their health and safety. In this historic pandemic and public health emergency, they will need us for guidance, prescriptions, and solutions. And we cannot fail them.”
Nitong Sabado, higit 80 medical groups ang nagkaisa sa panawagang ibalik ng pamahalaan ang ECQ sa Metro Manila dahil sa lumulubong kaso ng COVID-19 sa mga ospital.
