Hindi raw pamilyar si Department of Justice (DoJ) Sec. Menardo Guevarra sa panukalang house-to-house na paghahanap ng mga positibo sa Coronavirus disease 2019 (COVID-19).
Sinabi ni Guevarra na ni minsan ay hindi raw natalakay ang naturang isyu kasama ang Inter Agency Task Force (IATF) at hindi rin siya nakonsulta kaugnay ng naturang panukala.
Pero sinabi ng kalihim na kapag hindi talaga kaya ng pasyente na mai-isolate ang kanyang sarili ay mayroon namang sapat na ligal na basehan sa paglilipat ng mga positibo sa COVID-19 sa mga quarantine facility ng pamahalaan.
Sinabi rin ng kalihim na kapag napagkasunduan ng IATF ang pagsasagawa ng house-to-house na paghahanap ng mga pasyenteng positibo sa covid, mas maiging ang mga barangay health workers ang magsasagaw rito hindi ang mga pulis.
Para kay Guevarra, mas karapat-dapat kasing ang mga health workers ang tutukoy kung kailangan bang ilipat sa isang government quarantie facility ang mga positibo sa coronavirus.
Una rito, sinabi ni Department of Interior and Local Government (DILG) Sec. Eduardo Ano na para mapalakas pa ang kampanya sa paglaban sa coronavirus disease ay mas mainam na magsagawa ang PNP ng pag-iikot sa mga bahay-bahay para matunton ang mga positibo sa virus.
“I am not aware of any ‘house-to-house’ search for covid-afflicted persons. we have not discussed this matter in the IATF, nor have i been consulted about it, but there is ample legal basis for transferring covid-infected persons to government quarantine facilities if they are incapable of voluntarily isolating themselves. under the law on mandatory reporting of notifiable diseases, it is the duty of the person afflicted or his family to report or give notice of his communicable disease to prevent any contagion. on the other hand, it is the duty of the government, for public health reasons, to place the afflicted person in a quarantine facility if there is no adequate isolation area in such person’s home,” ani Guevarra.
