Suportado ni Bacordo ang nasabing concept lalo at makakatulong ito sa pagpapalakas ng capability ng AFP sa pagtugon sa internal at external threats.
Mismong si Philippine Marine Corps Commandant, MGen. Ariel Caculitan ang nag presenta sa nasabing konsepto kay navy chief Bacordo bilang bagong Marine Corps Operating Concept (MCOC) na sumusuporta sa accomplishment ng Philippine Navy sa ibat ibang misyon.
Nakasaad din sa ACD concept ang role ng Marines at kung paano sila
mag operate at umangkop sa kasalukuyang operating environment.
Malinaw din sa nasabing konsepto kung papaano ang mga sundalong
Marines i-integrate sa naval, joint, and inter-agency operations.
Ang mga miyembro ng Marine Operating Forces (MOFs) ang siyang
magpapatupad ng Archipelagic Coastal Defense sa pamamagitan ng
kanilang seaward, landward, at supporting maneuvers.
Ayon kay Caculitan ang nasabing concept ay kailangan ng combination
of sensors; command and control; mixed-fires composed of shore-
based anti-ship missile system (SBASMS), shore-based air defense
system (SBADS), Man Portable Air Defense System (MANPADS),
Multiple Launch Rocket System (MLRS), and howitzers; coastal maneuver forces; force protection; at sustainment capabilities.
Layon ng pagbuo ng Archipelagic Coastal Defense Concept ay para magamit na ng Marine Operating Forces ang pag maneuver na siyang mag compliment sa Navy Fleet Forces at iba pang operating forces gaya ng Philippine Army at Philippine Air Force sa isang joint operations.
Malaking tulong ang ACD sa marine operating forces sa pagbibigay suporta sa ibat ibang government agencies and security forces sa pagsasagawa ng maritime law enforcement operations sa mga municipal coastal waters; border control operations; at iba pang constabulary functions sa mga coastal zones at HADR.
