“[Ricardo Jr. and Emily], together with other individuals, are inside the main office of VTI located in Ceres Compound, Purok Himaya, Brgy. Masinlingan, Bacolod City. That office is currently surrounded by over [300] heavily armed policemen, some of them from Iloilo, standing side-by-side to prevent anyone rom entering or leaving that VTI head office. Because of the presence and actions of the armed policemen and the directives of the respondents not to allow the ingress or egress of any person or supplies inside said office including food and water, [Ricardo Jr., Celina and Emily] fear for their lives. Worse, they had cut-off electric power within the office no different from that which they had done in the South Terminal on August 6, 2019, the temperature in which has risen to about 30 degrees Celcius,” base sa petisyon.
Kasama sa mga respondent sina PNP Chief Police Gen. Oscar Albayalde, Pololice Major Gen. Reynaldo Biay, Police Brig. Gen. Rene Pamuspusan, Police Col. Michael John Dubria at iba pang personalidad.
