Inaprubahan na ng Inter-Agency Task Force ang mga inirekomendang guidelines na binalangkas ng Department of Science and Technology (DOST) para sa inaasahang trials sa bansa ng mga dini-develop na bakuna laban sa COVID-19.
Ayon sa DOST, magiging prayoridad ng Pilipinas ang sinalihan nitong Solidarity Trial, na inisyatibo ng World Health Organization (WHO).
“But we will make sure that the independent trials will not be deprived of trial sites.”
“Independent clinical trials by private vaccine companies will also be assigned Trial zones, such that they are equally and rationally distributed to avoid competition in subject recruitment.”
Sesentro ang trials sa 10 barangay na may pinaka-maraming kaso ng COVID-19, batay sa “attack rate” O porsyento ng mga tinatamaan ng sakit mula sa kada 1,000 populasyon.
“Trial sites will be at the barangay level and randomization will be by households. The household census will be obtained from the barangay/s to identify residents to ensure follow-up. Transient residents will be discouraged unless they can show proof that they will be staying in the area or the trial site for the next two years.”
Ang Epidemiology Bureau ng Department of Health (DOH) ang responsableng magbato ng datos, mag-monitor at humawak sa database ng mga sasali sa trial.
Ayon sa DOST, sakaling magkaroon ng bagong lugar na may outbreak, na hindi pa napupuntahan ng independent trial team, ay nakahanda ang WHO Solidarity Trial vaccine team na humalili.
“In such a case, the next most adjacent barangay may be considered for the WHO Solidarity Trial vaccine teams.”
Kung kukulangin naman ang vaccine trial teams nang participants sa eksperimento, ay maaaring sumalo sa recruitment ang ibang barangay.
Inaatasan ng guidelines na magkaroon ng kasunduan ang Department of Interior and Local Government at DOST para sa monitoring ng mga lokal na pamahalaan sa vaccine teams.
Dapat ding magkaroon ng communication plan para sa COVID-19 vaccine trials, na naglalaman ng batayan para sa recruitment ng participant at antas ng LGU.
“Close coordination with the LGU for zoning in barangays will be made. The barangays should be informed to prepare for immunization in case there is an outbreak.”
At dahil ipinagbabawal ang pagtitipon at limitado pa ang mga aktibidad, kailangang maghanda ng mga alternatibong paraan para matagumpay na maisasagawa ang vaccine trials.
Ayon sa DOH, ipinadala na nila sa Philippine Embassy sa Russia ang rekomendasyon ng local vaccine expert panel matapos matanggap ang mga dokumento kaugnay ng vaccine trials ng Sputnik V.
