Naniniwala si Bicol Saro Partylist Representative Brian Raymund Yamsuan na panahon na para tugunan ang kalunus-lunus at kaawa-awang sitwasyon ng mga penal facilities sa buong bansa na hindi na conducive para sa mga inmates.
Kaya panawagan ng Kongresista sa kapwa mambabatas na pagtulungan nila na gawin itong “places of rehabilitation and transformation” at hindi bilang ” breeding grounds of despair and recidivism.”
Sinabi ni Yamsuan bukod sa nakaka-awang sitwasyon sa loob ng kulungan, kulang na kulang din ang kanilang medical personnel.
Batay sa ulat ng Bureau of Jail Management and Penology (BJMP) sa kasalukuyan mayruong 16 medical officers at tatlong psychiatrists ang nagbibigay serbisyo sa mga persons deprived of liberty (PDLs) na nakakulong sa mga district, municipal at city jails.
Sa kasalukuyan, umabot na sa untolerable limits ang congestion sa mga kulungan sa bansa.
Ipinunto ni Yamsuan na kasalukuyang nasa severe crisis ngayon ang correctional system sa bansa.
“Therefore, distinguished colleagues, I ask this Congress to give primacy to measures that extend a hand of reform and redemption to our countrymen who deserve a second chance,” pahayag ni Yamsuan.
Si Yamsuan ay dating assistant secretary ng Department of the Interior and Local Government (DILG).
“By supporting measures that will institute reforms in our correctional system, we show through concrete action, the strong commitment of the House of the People to the very principles of justice, compassion, and the belief in the potential of the individual to transform his life for the better,” pahayag ni Yamsuan.
