Tikom pa ang panig ng Department of Public Works and Highways (DPWH) matapos kwestyunin ng Commission on Audit (COA) ang halos P120-bilyong halaga ng delayed projects nito.
Batay sa 2018 audit report ng COA, nahimay ang mga delayed projects ng DPWH kabilang na ang P100-bilyong halaga ng mga hindi natapos sa deadline ng kontrata.
Kasali rin ang P8-bilyong halaga ng suspended projects; P2-bilyong halaga ng unimplemented at P218-milyong terminated projects.
Isinisi ng COA sa hindi maayos na koordinasyon ng kagawaran at consultants nito ang pagkabigong matapos ng mga proyekto.
“The causes of delay may have been outside the control of the department, such as typhoon and unfavorable weather condition for which time extension may be approved by the proper authority,” ayon sa COA.
“However, except for typhoon or unfavorable weather condition, all issues enumerated above as well as the necessity of coordination with the LGUs and other concerned agencies are factors which are unintentional but procedural and consequential issues.”
“These procedural and consequential issues should have been considered and resolved during the preliminary engineering study on the viability of the project and pre-construction activities.”
Nabatid kasi na hindi sinilip ng mga ito ang iba’t-ibang issue gaya ng right of way, panahon, peace and order sa mga lugar at iba pa.
Kabuuang 3,784 ang bilang ng delayed infrastructure projects ng DPWH.
Sa ngayon sumang-ayon muna ang kagawaran sa mga rekomendasyon ng COA hinggil sa paghahawak ng mga proyekto.
