Pinag-aaralan na rin ng Presidential Anti-Corruption Commissionn (PACC) ang posibilidad na imbestigahan ang mga opisyal ng Bureau of Corrections (BuCor) na nasa likod umano ng pagpapalaya sa halos 2,000 convicted criminals sa ilalim ng good conduct time allowance (GCTA).
Ayon kay PACC commissioner Manuelito Luna, planong silipin ng kanilang hanay ang posibilidad na baka may bahid ng katiwalian kaya napaikli ang sintensya sa kulungan ng mga kriminal na nakalaya.
Lumabas sa data ng BuCor na higit 22,000 na persons deprived of liberty ang nakalaya mula 2014 dahil sa GCTA.
Halos 2,000 mula rito ang convicted sa mga karumal-dumal na krimen gaya ng rape, murder at illegal drugs.
“Whether or not corruption marred the process of crediting good conduct leading to the release of convicts, even disqualified ones, is inconsequential. The focus would be possible criminal violations by prison authorities.”
“The Presidential Anti-Corruption Commission (PACC) may investigate prison authorities in connection with the release of thousands of convicts since 2013 pursuant to the new GCTA law. This authority springs from sec. 5(e) of E.O. 73, s. 2018. ‘Special circumstances, coupled with public outrage, dictate that the Commission look into this en pronto.'”
