Isiniwalat ng Senate Committee of the Whole ang pagkakadawit ni Customs Commissioner Rey Guerrero at ilang opisyal ng Bureau of Customs at Department of Agriculture bilang protector umano at smugglers ng mga agricultural products.

Nasa 17 Senador ang lumagda sa 63 pahinang dokumento sa imbestigasyon sa umano’y proliferation ng smuggled vegetables sa bansa.

Base sa intelligence report na natanggap ni Senate President Vicente Sotto III noong May 17 ng taong kasalukuyan, nasa 22 personalidad ang natukoy na sangkot sa umano’y illegal importation ng agricultural products sa bansa.

Maliban kay BOC chief Guerrero, pinangalanan sa naturang validated report sina Department of Agriculture Undersecretary Ariel Cayanan, Customs Deputy Commissioner for Intelligence Group Raniel Ramiro, Customs Deputy Commissioner Vener Baquiran of Customs Revenue Collection Monitoring Group, Director Geofrey Tacio of Customs Intelligence and Investigation Service, Atty. Yasser Abbas of Customs Import and Assessment, Bureau of Plant and Industry Director George Culaste, Bureau of Fisheries and Aquatic Resources Director Eduardo Gongona, Laarni Roxas of BPI Plant Quarantine Services Division Region 3, Toby Tiangco who was tagged as “smuggling protector” of BFAR products, Mayor Jun Diamante who was allegedly “playing” in port of Davao, Cagayan de Oro, Cebu, and Subic.

Kabilang din sa mga natukoy na sangkot sa smuggling si Gerry Teves na sinasabing numero unong smuggler ng meat products na malaki ang papel sa mga transakyon sa mga pantalan gaya sa Subic, Manila International Container Port, Port of Manila, Batangas at Cebu.

Isang Manuel Tan na nagpupuslit ng agri-fishery products at siyang nakatoka sa Subic, Batangas at iba pa.

David Tan a.k.a David Bangyan na nag-aangkat sa Cebu, MICP, Port of Manila at Batangas at isang Jude Logarta naman sa Cebu.

Isang Leah Cruz a.k.a Luz Cruz at Lilia Matabang Cruz na tinatawag na “onion queen na siyang “DA [Sanitary and Phytosanitary Import Clearance] controller/manipulator” sa Subic, MICP, at CDO at iba pa.

Sa report ng Senate panel, tinatayang nasa P667.5 million ang halaga ng smuggled agri-fishery commodities mula 2019 hanggang 2022 kung saan nasa 31 smuggling cases ang nananatiling pending simula noong May 28, 2021 na tinatayang nasa P848.327 million.

Napag-alaman ng Senate Panel na talamak pa rin ang smuggling sa bansa dahil sa kabiguan na gawing fully digitalize ang inspection processes at kakulangan ng first border inspection.
