Ibinunyag ni Batangas 1st District Representative Leandro Leviste ang listahan ng 75 proyekto ng DPWH na may kabuuang halagang P8 bilyon para sa 2025 National Expenditure Program (NEP), na naka-tag sa “OP (ES/SAP)” bilang proponent sa mga files ng yumaong Undersecretary Cabral. Ayon kay Leviste, halos 60% ng mga proyekto ay nakatuon sa flood control at slope protection, habang 40% naman ay para sa mga kalsada at streetlight projects.
Binanggit ng kongresista na hindi pa malinaw kung sino ang tinutukoy ng “OP (ES/SAP),” na kahawig ng mga acronym para sa Office of the President, Executive Secretary, at Special Assistant to the President, at maaaring tumutukoy sa mga opisina at hindi sa indibidwal na tao.
Nilinaw niya na hindi ito si dating Executive Secretary Lucas Bersamin, na nagsabing wala silang kaalaman tungkol dito at sumusuporta sila sa imbestigasyon upang matukoy ang tunay na proponent.
Ibinahagi ni Leviste ang listahan matapos makatanggap ng bagong kopya ng file mula sa isang source na nagmula rin sa DPWH, at nakumpirmang tugma ito sa ibang kopyang hawak ng mga ahensya gaya ng Ombudsman, ilang opisyal kabilang si Senate President Pro Tempore Ping Lacson, at media.
Naniniwala siya na pinakamainam kung DPWH mismo ang maglalabas ng lahat ng files sa publiko upang mapawi ang mga espekulasyon at makapagbigay ng malinaw na paliwanag.
Binigyang-diin din ni Leviste ang pinakamalaking proyekto sa listahan na nasa kanyang distrito, ang P300M streetlight project sa Tagaytay-Nasugbu Highway, na iginawad sa New Rich General Contractor Services & Trading Co. Inc. sa halagang P280.8M.
Aniya, bawat streetlight ay nagkakahalaga ng P233,624, dahilan upang maituring itong isa sa pinaka-overpriced na proyekto sa Batangas.
Dagdag pa niya, bagama’t kailangan ang mga proyektong tulad ng streetlights, mas makabubuti sana kung hindi ganito kamahal. Nanawagan si Leviste sa publiko na gamitin ang listahan upang magsagawa ng sariling pagsusuri at suportahan ang posibleng imbestigasyon ng Senado at Kongreso sa 2026.
