Umaasa si Sen. Grace Poe na sesertipikahang urgent ni Pangulong Rodrigo Duterte ang panukalang batas na tutugon sa malalang traffic sa bansa.
Naniniwala si Poe, na chairperson ng Senate Committee on Public Services noong 17th Congress, na karapatang maging prayoridad ng ano mang panukalang batas na magbibigay ng improvement sa mga serbisyong pinakikinabangan ng publiko.
“Its approval, however, will depend on a lot of factors—the cooperation of both Houses of Congress, the clarity of its objectives, compliance by agencies to the important data required and, if absolutely necessary, a certification of urgency from the President.”
Kaugnay nito, hinimok ng senadora ang Department of Transportation na magsumite muli ng bagong listahan ng mga proyekto na may kinalaman sa mga kalsada at traffic.
Kung maaalala, hindi sinertipikahang urgent ng palasyo ang panukalang batas ni Poe noong nakaraang Kongreso.
Bigo rin itong maisalang sa debate sa kabila ng pagkakaakyat nito sa plenaryo ng Senado.
“Everything must be well-defined. Hindi puwede ang blanket grant of emergency powers under the Constitution. And of course, we will also need the support of the President to rally his troops in both Houses to support the bill. If the administration wants it, they can certify it as urgent.”
