Isinusulong ng isang mambabatas na maideklarang Marine Protected Area ang 3 nautical miles na nakapalibot sa Kalayaan Island Group at Scarbourough Shoal sa West Philippine Sea (WPS).
Sa panukalang batas na inihain ni Palawan Third District Representative Edward Hagedorn ang House Bill No. 6373 layon nito na paigtingin ang protection and preservation ng atolls, coral reefs at iba pang mahahalagang marine resources sa nasabing lugar.
Binigyang-diin ni Hagedorn na dapat maging prayoridad din ng pamahalaan ang pagbibigay proteksiyon sa environment and the natural resources sa West Philippine Sea.
Sinabi ng mambabatas na mahalaga ang kooperasyon bilang isang rehiyon sa pagbibigay proteksiyon sa ating natural resources habang patuloy na pina-plantsa ang territorial disputes sa nasabing lugar.
” We all stand to gain or lose depending on the outcome of our collective actions while we settle our territorial disputes. Through this bill, we hope for the Philippines to help initiate and spark this regional cooperation,” wika ni Hagedorn.
Binanggit din sa nasabing panukala ang Republic Act No. 11038 or the Expanded National Integrated Protected Areas System Act of 2018 and the Arbitral Ruling na naglalayon na ideklara ang nasabing lugar bilang Marine Protected Area.
Ayon kay Hagedorn ang West Philippine Sea ay isa sa richest marine areas in the world.
Nabanggit din sa explanatory note ang mga aktibidad sa disputed islands gaya ng overfishing, poaching at large-scale ocean filling o reclamation.
