Ipinag-utos ng Office of the Ombudsman ang anim na buwang preventive suspension without pay sa limang opisyal ng Department of Agriculture (DA) at Food Terminal Incorporated (FTI) para sa “questionable procurement” at “doubtful delivery” ng mga sibuyas para sa Kadiwa Food Hub.
Ang four-page order na nilagdaan ni Ombudsman Samuel R. Martires na preventively suspended ay sina DA Assistant Secretary Kristine Y. Evangelista, Administrative Officer V Eunice F. Biblanias, at officer-in-charge Chief Accountant Lolita M. Jamela , at FTI Vice President for Operations John Gabriel Benedict C. Trinidad III, at Budget Division Head Juanita G. Lualhati.
Nakasaad sa kautusan na ang preventive suspension without pay ay alinsunod sa Section 24 ng Republic Act No. 6770, ang Ombudsman Act of 1989.
Ang mga nasuspinde ay kinasuhan ng grave misconduct, gross neglect of duty, at conduct prejudicial to the best interest of the service.
Nakasaad sa kautusan na si DA Senior Undersecretary Domingo F. Panganiban ay pumasok sa isang memorandum of agreement sa Food Terminal Incorporated para sa proyekto ng Kadiwa Food Hub.
Ang Food Terminal Incorporated, isang korporasyong pag-aari at kontrolado ng gobyerno, ay pumasok sa isang liham ng kasunduan sa Bonena Multi-Purpose Cooperative para sa paghahatid ng 8,845 bag ng sibuyas bilang bahagi ng Kadiwa Food Hub.
Ngunit nakasaad sa kautusan na ang mga opisyal ng DA na pinangalanan sa reklamo ay nabigong sumunod sa mga probisyon ng RA 9184, ang Procurement Law, dahil kulang ang mga parameter sa pagpili ng kooperatiba na magsusuplay at maghahatid ng mga sibuyas.
