Kinuwestyon ng Kilusang Mayo Uno (KMU) ang panukala ng Department of Labor and Employment (DOLE) na pagpapaliban sa release ng 13th month pay ng mga manggagawa ngayong taon.
Ayon kay Elmer Labog, chairperson ng KMU, responsibilidad ng pamahalaan na tulungang makaahon ang maliliit na negosyo sa gitna ng mga sakuna, tulad ng COVID-19 pandemic ngayon.
“It is the government’s responsibility to bail out MSMEs (micro-small-medium enterprises) in times of emergencies. Deferments and exemptions are not a good tune to sing amid this pandemic,” ani Labog.
Dagdag pa ng labor group leader, hindi makatarungan na tila hinahayaan ng gobyerno na malubog sa utang ang mga uring manggagawa.
“Why make the workers suffer by letting them be submerged in debts here and there?”
Nitong Huwebes nang sabihin ni Labor Sec. Silvestre Bello III sa isang online briefing na posibleng ipagpaliban ngayong taon ang 13th month pay distribution.
“To me, this is a more acceptable formula to address the issue of the 13th-month pay. If they cannot this year, maybe they can next year or next month, but not now,” ayon sa kalihim.
“It will the subject of tripartite consultation. We will define what is the meaning of distressed.”
Sa ilalim ng Presdential Decree No. 851, mandato ng mga employer ang pagbibigay ng 13th month pay sa mga rank and file employees.
