Inirekominda ni PBA party-list Rep. Jericho Nograles na ihiwalay ang Internal Affairs Service (IAS) sa Philippine National Police (PNP) upang sa gayon ay hindi ito maimpluwensyahan ng mga matataas na opisyal ng pulisya.
Sinabi ni Nograles na ang kapatiran ng mga pulis ay nagpapahina sa integridad ng IAS sa ngayon dahil sa mga alegasyon na tinatakpan ng ilang matataas na opisyal ng PNP ang pagkakamali ng kanilang mga subordinates.
Ito umano ang nangyari nang manghimasok si PNP chief Director General Oscar Albayalde, habang siya ay provincial police director pa, sa dismissal ng 13 police officers na umano’y sangkot sa maanomaliyang drug operation noong 2013.
Bagama’t mariing itinanggi ni Albayalde ang mga alegasyon na ito, sinabi ni Nograles na ang mga development sa issue ay dapat magsilbing gabay sa Kongreso para ihiwalay ang kapangyarihan at otoridad ng IAS mula sa impluwensya ng liderato ng PNP.
Dahil dito, inihain ni Nograles ang House Bill 3065 na naglalayong amiyendahan ang Philippine National Police Reform Reorganization Act of 1998 para bumuo ng IAS na labas sa chain-of-command ng PNP.
“The Internal Affairs Service of the PNP is an essential part of the disciplinary mechanism of the PNP. It serves as the monitoring body of the character and behavior of all policemen and operates as the investigating and adjudicatory body on all administrative offenses committed by PNP personnel,” saad ni Nograles sa kanyang panukala.
“As the office that oversees the conduct of the uniformed personnel, the IAS should be free from influence, pressure and intervention from the Chief PNP, and other high-ranking PNP officers in adjudicating administrative cases,” dagdag pa nito.
Sa kanyang panukala, ilalagay ang IAS sa ilalim ng direct supervision ng Seceraty of the Interior and Local Government.
