Isinusulong ni House Ways and Means Chair at Albay Representative Joey Sarte Salceda na dapat suportahan ng gobyerno ang mga local manufacturers na gumagawa ng mga Pinoy jeepney ng sa gayon matulungan at mapalakas ang nasabing sektor.
Pabor din ang economist solon sa PUV Modernization Program ng gobyerno, subalit hindi dapat na i-abolish ang kilalang Filipino jeepney na talagang gawang Pinoy.
Panawagan din ni Congressman Salceda sa gobyerno na palawigin ang consolidation sa mga jeepneys na manufactured sa mga nagdaang taon para suportahan ang domestic manufacturers para sa isang mura subalit moderno na jeep.
“I would summarize my proposal in three points: First, support domestic manufacturing of more modern and more efficient, but similarly stylish jeepneys. Second, increase the subsidy per unit to meet the financial viability gap. Third, buy out old jeepneys for cash,” paliwanag ni Salceda.
Sinabihan din ni Salceda ang Department of Transportation na ikunsidera ang emissions ” on a per capita basis” lalo at ang mga modern jeepneys ay kakaunti ang passenger capacity kumpara sa traditional jeepneys.
“It’s a 31% saving in per passenger emissions for a vehicle that costs as much as 620% more. We need a cheaper, domestically manufactured jeepney that modernizes the traditional one,” punto ni Cong. Salceda.
Inihayag naman ni Salceda na dapat siguraduhin ng gobyerno na ang domestic jeepney manufacturing sector ay isang option sa isinusulong na PUV modernization program.
“If we can bring the cost of the unit to P600,000 to P1 million, that becomes more realistic for both the jeepney operator, and on a cost-benefit basis. I think the domestic manufacturing sector can do it. But we need to support them,” wika ni Salceda.
Punto pa ng mambabatas na hindi dapat isakripisyo ang Pinoy jeepney na maituturing na iconic, kaya kailangan ng nasabing sektor ang tulong ng gobyerno dahil kulang ang kanilang pondo.
Naniniwala si Salceda na nais ng mga jeepney operators na i-modernize ang kanilang mga jeepney, subalit ang tanging balakid ay kulang sila sa pera.
“It’s not that jeepney operators don’t want to modernize. It’s just that, financially, it’s suicide. It makes no sense,” ayon kay Salceda.
