(4th Update) Halos eksakto alas-4:00 kaninang hapon ay dumating na si Pangulong Rodrigo Duterte sa Batasang Pambansa sa Quezon City.

Lulan si Pangulong Duterte ng helicopter. Ito ay naka-Barong Tagalog at nakasuot din ng face mask.

Sa loob ng Batasan, kapansin-pansin ang social distancing ng ilang kongresista at senador na personal na dumalo. Pawang nakasuot din ng face ang mga ito.

Bago naman magsimula sa kanyang talumpati, inalis ng pangulo ang kanyang face mask.

Unang tinalakay ng pangulo ang patungkol sa Coronavirus Disease 2019 (COVID-19).

Ayon sa pangulo, naniniwala ito na balang-araw ay makakabuo na rin ng bakuna laban sa deadly virus pero ngayon ay nagpapasalamat muna dahil marami rin naman ang nakakarekober sa naturang sakit.

Kaisa aniya sila sa pagdadalamhati para sa mga pamilyang namatayan dulot ng COVID-19.

Sunod nitong binanggit ang isyu ng hindi pagkaka-renew sa prangkisa ng ABS-CBN.

Pinapurihan nito ang kanyang dating special assistant na si Senator “Bong Go” na siyang may akda sa Malasakit Centers Act na talaga naman daw malaking tulong sa mga mahihirap.

Narito ang ilang bahagi ng pang-limang State of the Nation Address (SONA) ni Pangulong Duterte:

“No nation was spared, neither rich nor poor was spared from the onslaught of this disease. But let us not despair, the vaccine is around the corner.”

“There are those who take advantage of a preoccupied government. One of them is Senator Franklin Drilon.”

Kung ganoon lang naman ibigay niyo sa amin, the patience of the Filipino people is reaching its limit. And I will be the one to articulate their anger. Kindly improve the services before December… Kayo ang may pera, P***. You give us half-cooked deals, lousy service. Ang tao nagbabayad, tell us now if you can’t improve on it. If you cannot really improve on it because I will work. By December. The next two years will be spent improving the telecommunications in this country without you.”

Sa huling bahagi ng kanyang halos dalawang oras na panglimang SONA, umapela ito ng pagkakaisa mula sa sambayanang Pilipino:

“Together let us do the most we can to ensure the health, safety, well-being of every Filipino are taken care of.”

“Together we shall fight this pandemic with the same fervor as illegal drugs.”

“The government can’t do this without your help. We need to reinvigorate the deep-seated Filipino spirit of pakikisama, malasakit.”

“As a government worker, I’m addressing each and every Filipino that this government cannot do this without your help.”

“We will fight this pandemic with the same fervor as our campaign against illegal drugs, criminality and insurgency, and corruption in high places.”

“Ito ay panahon para magtulungan, hindi para maglamangan.”

Sa kabilang dako, muling pinatutsadahan ng pangulo si Senate Minority Leader Franklin Drilon:

“Were you a part of ACCRA when this contract of (Manila) Water is being drafted? Bakit kasi ikaw lang ang galit sa dynasty? You are a hypocrite.”

“Not all oligarchies are bad, true but ito to my countrymen, the oligarchy that exists in this country is the oligarchy that existed during the Spanish times.”
