Matapos lumiham kamakailan sa Office Of the Ombudsman ay sumulat naman ngayon sa tanggapan ni Health Secretary Francisco Duque III ang anti-corruption watchdog na Pinoy Aksyon for good governnance and the Environment (Pinoy Aksyon).
Ito ay upang idulog sa atensiyon ng kalihim ang mga kasong administratibo laban kay dating National Center for Mental Health (NCMH) administrative Head Clarita Avila na inalis sa puwesto ng Department of Health (DoH) pero patuloy pa rin na nakakapit sa kanyang dating poder sa National Center For Mental Health (NCMH) sa Mandaluyong City sa halip na gampanan na lamang ang kanyang bagong tungkulin o paglilipatan sa Drug Abuse and Rehabilitation Center (DATRC) sa Las Pinas City.
“Avila is facing no less than seven cases. Aside from graft and malversation, she is also being charged for nepotism, serious dishonesty, and falsification of documents,” base sa sulay ng Pinoy Aksiyon sa pamamagitan ng Chairperson nitong si BeCyrus G. Ellorin.
Nabatid pa sa liham na ang Ombudsman ang siyang may hawak sa limang kaso ni Avila habang ang DoH Legal Service naman ang may hawak sa dalawang iba pa.
“We are thus requesting swift action from the DOH Legal Services on these cases. Despite this Avila still refuses to leave her NCMH post even after the DOH ordered her transfer. IIn fact, she has also refused to vacate the two-storey cottage that she has been occupying within the NCMH complex. Moreover, she continues to act as if she is still the NCMH’s chief administrative officer,” saad pa sa liham.
Nito lamang kasalukuyang buwan ay naglabas umano ng memo si Avila sa NCMH Material Management Section, Property & Procurement Section, Transport/Motorpool Section, and Linen & Laundry Section at hiniling nito sa mga naturang pinuno ng departamento na magsumite ng kanilang accomplishment reports.
“Her continued presence there violates the DOH’s orders and the rules and regulations set by the Civil Service Commission (CSC). Records have shown that a construction firm, purportedly owned by Avila, Octant Builders, won millions worth of project from the NCMH. Her continued presence at the NCMH is aggravating the health emergency we are facing and an obstable to the clarion call for the nation to heal as one,” ani Ellorin.
