Pina-iimbestigahan ni Cavite Representative Elpidio Barzaga sa Kamara na imbestigahan ang ipinatutupad na crackdown ng Bureau of Fisheries and Aquatic Resources laban sa mga nagtitinda ng imported na isda sa palengke tulad ng Pampano at Pink Salmon.
Dahil dito naghain ng House Resolution No. 600 ang beteranong mambabatas na layong imbestigahan in aid of legislation na matukoy kung sapat bang batayan ang RA 8556 o Fisheries Code of the Philippines, gayundin ang ibinabang Fisheries Administrative Order (FAO) 195 , 259 at Certificate of Necessity to Import para ipahinto at hulihin ang pagbebenta ng mga imported na isda.
Nais din ni Cong. Barzaga na mabigyang linaw ang pagbabawal sa pagbenta ng imported na isda ay para lamang sa local fish vendors o institutional buyers gaya ng hotels at restaurants.
“This is to determine if there is a violation of the Constitution, discrimination against local fish vendors and if the present regulations only encourage smuggling, graft and corruption that does not protect the general public, the environment, and promote the general welfare,” pahayag ni Barzaga.
Ang naturang imported na mga isda kasi ay para lamang sa canning at processing industry batay sa kautusan.
Kung matatandaan nagkasa ng crackdown ang BFAR sa mga nagtitinda ng imported na mga isda sa may 21 wet markets.
Layon pinaigting na hakbang na ito laban sa illegally diverted imported fish na maiwasan ang kompetisyon lalo sa mga local fishefolk at para mapanatili ang stable na presyo ng mga isda.
“There should be an investigation to determine if the alleged prohibition applies to both local fish vendors and institutional buyers or to the former only and consequently, why a similar crackdown is not being done against institutional buyers thereby discriminating against local fish vendors. More importantly, BFAR should define the meaning of ‘institutional buyers’ in order to avoid confusion in the interpretation and implementation of their administrative orders,” wika niBarzaga.
