Patuloy ang apela ng Department of Agriculture (DA) sa mga stakeholder ng bigas sa Pilipinas na panatilihin ang patas na pagbili sa mga palay sa kabila ng mga batikos pa rin sa ipinasang Rice Tariffication Law.
Iginiit ni Agriculture Sec. William Dar na bagamat sakop ng batas ang pagbebenta ng mababang presyo ng bigas sa merkado ay hindi nito isinasantabi ang patas na bentahan gaano pa man karami ang volume ng ani.
“It is true that under RTL, we encourage free trade primarily to lower the price of rice in the market. But let me also emphasize that we operate on the premise of fair trade, regardless of the volume that we are looking into. Our measures to ensure this has always been in place,” ani Dar.
Dismayado ang kalihim dahil tila hindi raw normal ang buhos ng angkat na bigas ngayong taon.
Batay kasi datos ng Bureau of Customs umabot agad sa 1.87-million metri ton ang rice imports mula noong Marso hanggang nitong Oktubre.
Habang lumabas sa datos ng Bureau of Plant Industry, na nasa 2-million metric ton ng bigas lang ang nabigyan ng sanitary and phytosanitary import clearance.
Ayon kay Dar, kailangang mapanatiling abot-bulsa ang presyo ng bigas kahit mahigpit ang bentahan nito sa mga palengke.
“We need to keep rice production profitable and rice prices affordable to a growing consumer market. It is imperative to make our rice production systems more efficient, inclusive and sustainable.”
Humingi na raw ng tulong ang kalihim sa Vietnam at Thailand nitong nakaraang meeting sa ASEAN Summit para pansamantalang mahinto ang page-export ng mga ito sa rice traders nang wala ang nabanggit na clearance mula sa Pilipinas.
“With agreement from my counterparts in rice-exporting countries, we hope to arrest the influx of undocumented imported rice coming in the country. This is our move as we prepare our local rice industry to produce more with less cost.”
