Walang makakapigil sa budget briefing sa Kamara sa kabila nang pag-withdraw ni House Deputy Speaker for Finance “LRay” Villafuerte sa first reading ng 2020 General Appropriations Bill (GAB).
Iginiit ni House Committee on Appropriations Chairman Isidro Ungab na hindi premature ang paghahain niya ng House Bill 4228 sa plenaryo ng Kamara noong nakaraang linggo, taliwas sa sinasabi ni Villafuerte.
Ang panukalang para sa 2020 budget na kanyang inihain ay maituturing aniya na “faithful copy” ng National Expenditure Program (NEP) na isinumite ng Department of Budget and Management (DBM).
Dahil kapos na sa oras ang Kamara, minabuti nilang magsagawa na muna ng budget briefings at itutuloy na lamang ito bilang pormal na pagdinig sa kapag maihain na ang panukalang budget para sa first reading.
Base sa rules ng Kamara, sa first reading ay binabasa lamang ng Secretary General ang House Bill number, title, at author ng panukala na susundan ng referal ng Speaker sa appropriate committee.
“GAB has always followed the NEP. That is the established procedure. Should there be amendments to be made based on those briefings, we include these in the committee report to be filed before we proceed to floor deliberations,” ani Ungab.
“Since we are about to finish the briefings by this week, it is just proper to file the bill and have it printed,” dagdag pa nito.
Ayon kay Ungab, ginagawa nila ito dahil nais nilang maaprubahan sa second at third reading bago pa man ang recess ng Kongreso pagsapit ng Oktubre 5.
Samantala, sumulat na si Ungab kay Villafuerte para ipabatid ang pagtutol nito sa pagharang ng huli sa pagsalang ng GAB sa first reading kahit pa “established procedure and practice” na ito ng House Committee on Appropriation.
