Personal na sumulat si ACT Teachers partylist Rep. France Castro kay House Secretary General Mark LLandro Mendoza at hiniling na i-reconsider nito ang memorandum na inilabas kaugnay sa pagbabawal ng pagsuot ng SONA protest attire na may mga political messages.
Ang sulat ni Rep. Castro kay Sec. Gen. Mendoza ay may petsang July 23,2022 bilang aksiyon sa Memorandum na inilabas ni Mendoza nuong July 20,2022.
Nilalaman ng sulat, ang kahilingan ng mambabatas na bawiin nito ang kaniyang direktiba hinggil sa pagsusuot ng SONA protest attire.
Saad pa ni Rep. Castro, wala silang alam na may provision sa mga nakalipas na Congresses’ Rules ng House of Representatives na nagbabawal sa pagsuot ng mga attire na mayruong political messages.
Binigyang-diin ni Castro sa kaniyang sulat na wala silang nakikitang paglabag sa parliamentary practice, protocol at social norms sa pagsuot ng attire na mayruong political messages.
” To reiterate, no such rule has ever been imposed in either House in recent hisoty, given its intrusion into the personal freedom of dress of the Member and more importanly, the violation of the civil and political rights of the people on whose behalf the House Member sits on the Joint Session,” bahagi ng sulat ni Rep.
