Tuluyan ng binigyan ng police powers ang mga opisyal ng Bureau of Customs (BOC) para malabanan ang problema sa smuggling sa bansa.
Laman ito ng kasunduan na inilabas ni Customs Commissioner Rey Leonardo Guerrero at Finance Secretary Carlo Dominguez III na Customs Modernization and Tariff Act.
Sakop na mabibigyan ng police authority laban sa smuggling ay ang customs officials, district collectors, deputy district collectors, police officers, agents, inspectors at mga guwardiya.
Nakasaad din sa kasunduan ang pagibibgay ng mga customs commissioners ng police powers sa mga opisyal at sundalo ng Armed Forces of the Philippines (AFP).
