MANILA – Naniniwala ang Department of Science and Technology (DOST) na malaki ang magiging papel ng kanilang research and development (R&D) programs sa pagtawid ng bansa sa “new normal” dulot ng COVID-19 pandemic.
Sa pagbubukas ng 2021, target ng ahensya na palakasin ang mga naipatupad na nitong programa noong nakaraang taon bilang tugon sa epekto ng coronavirus, partikular na ang may kinalaman sa R&D.
“As the search for the COVID-19 vaccine remains, the DOST continues to fund R&D activities through its Grants-In-Aid program on various R&D and basic research,” ayon sa press release ng Science department.
Sa ilalim ng ipinasang General Appropriations Act of 2021, mas mataas ang total budget na inilaan ng pamahalaan para sa DOST.
Umabot ng halos P25-billion ang aprubadong pondo ng tanggapan. Mataas mula sa P20-billion budget noong 2020.
Pero natapyasan naman ng tinatayang P76-million ang alokasyon para sa R&D institutes.
Kabilang sa inilunsad na R&D projects ng DOST noong nakaraang taon kaugnay ng pandemya ay ang clinical trial sa iba’t-ibang posibleng gamot laban sa COVID-19.
Tulad ng melatonin, lagundi, tawa-tawa, at convalescent plasma. Pinag-aralan din ng kagawaran ang virgin coconut oil, na nagpakita ng magandang inisyal na resulta.
Nagbigay suporta rin ang Science department sa development ng kauna-unahang RT-PCR test kit na “GenAmplify;” at disenyo ng mas murang medical devices at personal protective equipment.
“Which is a formidable alternative (GenAmplify) to imported and expensive COVID-19 detection kits.”
Dahil din sa R&D initiative ng ahensya, natulungan ang grupo ng local experts na palakasin ang “Feasibility Analysis of Syndromic Surveillance using Spatio-Temporal Epidemiological Modeler” (FASSSTER), na isa sa mga ginagamit ngayon ng gobyerno para bantayan ang pagkalat ng coronavirus.
“(It) uses a web-based disease modelling and surveillance platform that led to projecting the future course of COVID-19 infections.”
‘SCIENCE FOR CHANGE’
Aabot sa halos 50 na iba pang R&D projects ang sinuportahan ng DOST noong nakaraang taon sa ilalim ng “Science for Change Progam.”
Kabilang na rito ang walong R&D projects ng Niche Centers in the Regions for R&D (NICER).
Ang NICER ay proyektong naglalayon na palakasin ang pananaliksik sa mga rehiyon, sa pamamagitan ng kolaborasyon ng DOST at higher education institutions (HEIs).
“The DOST approved eight NICER programs in collaboration with 12 HEIs.”
“This brings the total number of NICERs approved to this date to 26 which are currently implementing 75 R&D projects in 34 HEIs across the 16 regions in the country. Total funding provided for the program is Php1.1B.”
Mayroon ding 38 approved projects sa ilalim ng programang Collaborative R&D to Leverage PH Economy (CRADLE).
Layunin naman ng programa na itawid ng mga paaralan o nang R&D Institution ang problema ng ilang industriya.
“This strategy ensures that R&D provides solutions that exactly meet the unique needs of different industries.”
Nadagdagan din ng 18 ang hanay ng mga eksperto na inimbitahan sa R&D Lead Program. Mayroon ng 34 na RD Leaders ang naka-deploy ngayon sa 32 institusyon.
“The program engages experts with strong leadership and management and innovative policy-making proficiencies to be in charge of strengthening the research capabilities of higher education or R&D institutions.”
Bago pumutok ang COVID-19 pandemic, inilunsad ng DOST ang “Big 20 in 2020.” Nilalaman nito ang R&D initiatives na may kinalaman sa agrikultura, space science, transportasyon, kalusugan, at iba pa.
Bukod sa mga programa at inisyatibo na may kinalaman sa kalusugan at teknolohiya ng COVID-19, inalalayan din ng Science department ang mga overseas Filipino workers (OFWs) na umuwi ng bansa dahil sa pandemya.
May 59 OFW nang natulungan ang DOST sa ilalim ng Innovations for Filipinos Working Distantly from the Philippines (iFWD PH).
“They were provided with training on the development and management of technology-based enterprises.”
Ilan pa sa programa ng kagawaran para sa mga OFW ay ang: Science and Technology for Accelerating Regional Technology-Based Development (iSTART); at Small Enterprise Technology Upgrading Program 4.0.
Isa sa inaabangan mula sa DOST ngayong taon ang panukalang pagtatayo ng Virology Science and Technology Institute of the Philippines (VIP).
Sa ilalim ng 2021 budget, may nakalaan ng pondo sa naturang panukala.
“This initiative will serve as the country’s premier research center in the field of virology, encompassing all areas in viruses and viral diseases in humans, plants, and animals.”
