Naniniwala si Dapitan Mayor at Zamboanga del Norte Governor-elect Rosalina Jalosjos sa isinagawang hakbang ni outgoing Governor Roberto Uy na mass donations ng mga kagamitan patungo sa ibang mga local governments sa probinsiya.
Sinabi ni Jalosjos na ang ginawa ni Governor Uy ay malinaw na pananabotahe sa kanilang pamumuno.
‘It is an act of sabotaging my still-to-be established administration. The intention is obviously to cripple me,’ pahayag ni Dapitan Mayor and Zamboanga del Norte Governor-elect Rosalina Jalosjos.
Dahil dito nagpasaklolo na si Jalosjos kay Interior and Local Government Secretary Eduardo Año para pigilan ang mga nasabing donasyon.
Si Jalosjos ay naprokmala matapos manalo laban kay dating Dipolog City mayor Evelyn Tang Uy, na siyang asawa ng outgoing governor.
Nabatid na nuong, May 11, hiniling ni Governor Uy sa Sangguniang Panlalawigan para i-authorize ang kapitolyo na mag donate ng medical equipment sa Dipolog City kung saan anak nitong si Darel Dexter ang siyang mayor.
Kapag natuloy ito, ang mga nasabing equipment ay ibibigay sa Dipolog City government-run Corazon Aquino Memorial Hospital (CAMH).
Ang provincial board ay nagbigay ng otorisasyon kay Gov. Uy nuong Lunes, May 23 para i-donate sa Dipolog City ang limang 2021 model Toyota Hilux pick-up trucks at ang 9,912-square meter property sa Dipolog City kung saan nakatayo ang lumang provincial hospital stands.
Sumulat din si Jalosjos sa outgoing governor kung saan ipinaalam nito ang kaniyang sentimiyento hinggil sa isinagawang mass donations.
Ang sulat na ipinadala ni Governor-elect Rosalina Jalosjos kay Governor Uy.

We are writing this letter to express our sentiments on your action, as the Provincial Governor, on donating the medical equipment and supplies of Zamboanga del Norte Medical Center (ZNMC) to Corazon Aquino Memorial Hospital.
On your term as Governor, you have envisioned that Zamboanga del Norte Medical Center shall provide the patients throughout the province the top quality of care that they need for their health preservation. Now that you have finished your term as Governor, will you let that vision linger into the abyss?
ZNMC has always been the referral hospital of Corazon Aquino Memorial Hospital, Provincial Rural Health Units and even the DOH funded Dr. Jose Rizal Memorial Hospital when they cannot cater patients for lack of hospital facilities and equipment.
With sweat and blood, while dealing with problems such as long shifting hours, lack of manpower, insufficient medical supplies, low salaries that are notoriously delayed, we have endured these adversities just to provide the people of Zamboanga del Norte the care and treatment that they deserve. With this regard, we strongly condemn the actions of your office, including the Sangguniang Panlalawigan, on donating several hospital equipment and supplies to Corazon Aquino Memorial Hospital that is not even DOH accredited nor capable of using the equipment.
Under, Section 4(A)(a) of Republic Act No. 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees” states:
(A) Every public official and employee shall observe the following as standards of personal conduct in the discharge and execution of official duties:
(a) Commitment to public interest. – Public officials and employees shall always uphold the public interest over and above personal interest. All government resources and powers of their respective offices must be employed and used efficiently, effectively, honestly and economically, particularly to avoid wastage in public funds and revenues.
We find no logic in the urgency of donating the Dialysis Machines to Corazon Aquino Memorial Hospital when they are not even capable of using them. The mentioned hospital is not DOH accredited to use such equipment nor even have space for the set-up. The same goes to the ophthalmology equipment and other equipment you have agreed to donate in the list provided in the letter attached as Annex “A” herein. We know that you are fully aware that we have spaces in the hospital allocated for the equipment and with you prior concurrence, there is an ongoing expansion of the hospital facilities. These equipment can readily cater the immediate need of patients.
During this time crisis, as the COVID-19 pandemic is still ongoing, ZNMC remains to be the referral hospital of province. Taking away such vital facilities and equipment will cripple the life and health of the people of Zamboanga del Norte. We, the healthcare workers will be on the point of exhaustion but still seeing our efforts to naught. There is nothing more painful to us, as healthcare professionals, seeing a patient lose his life when we could have saved them with proper medical attention.
We would like reiterate that section 1 of Article XI of the 1987 Constitution states that “Public office is a public trust. Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.”
We look forward to rectifying this life-threatening mistake.
